How do I activate AVX2 on my intel i3?-9100T which the specification sheet says it has?

You should not need to activate AVX2. Whether it is Enabled or not is normally a motherboard BIOS setting that by default sets it as Enabled. To check the AVX2 status of your CPU the free CPU-Z utility from CPUID  shows this on its first screen under the list of Instructions (see graphic below).
