Intel Xeon E3-1246v3 LGA 1150 3.5GHz rapidly OVERHEATING from start up

I have recently bought a Intel Xeon E3-1246v3 LGA 1150 3.5GHz and installed it on a Gigabyte GA-Z97X-UD5H LGA 1150. It is currently overheating at temperatures of over 90 degrees. I have not change any bios components nor have i damaged any components while installing. Wondering if anybody knew why it is overheating and can give me some tips because at this point if i run my computer for more than 5 minutes the cpu will probably go into a low temp solder."melt"

Oh and first i was using the Reserator 3 Max at a solid 50 degrees and when the overheating occurred "in about 50 mins from first built" i restarted my pc and when it turned back on the temperatures of 90 plus started to take place. I then removed this cooler and cleaned the cpu from the thermal paste and installed the default free heatsink provided by intel. this had no affect on the overheating.

Please make sure the heatsink is securely integrated. When properly installed, the heatsink should not wiggle or shake if you attempt to move it; the pins should not come up if you try to pull them up.
