Newer Xeon Processor Power and Cooling Challenges

All - As we release processors with higher and higher TDP values, what suggestions and/or strategies are we suggesting to customer to help deal with this challenge?  Are we leaving the resolution of the challenge to the OEMs to address with their power and cooling practices and system designs?  Should we be recommending the adoption of advanced liquid cooling solutions?
