Problem with Pentium 4 3.0Ghz

My CPU performs badly and I don't now what to do...

I have Windows 7 ultimate 32x and my CPU performance score is 1.6, but normally it should be around 4

maybe somebody know what the problem is and how I can solve it

Check in your BIOS to see if you have anything checked that would limit the CPU to a legacy mode some bios have a tab that will limit a CPU to only one core / legacy XP mode.
