Que tal buen día, que procesador es mejor: Intel Xeon E5-2603 v4 @ 1.70GHz o Intel Xeon E5-2407 v2 @ 2.40GHz, lo ocupo para un servidor con 16 de RAM, 1TB disco estado solido, que dara servicio de base de datos para 15 usuarios.
My first recommendation is to double check with your computer manufacturer if these two processors are compatible with your server model. Now, based on the differences between them which you can find here: http://ark.intel.com/compare/75782,92993 Intel® Product Specification Comparison, the Intel® Xeon® Processor E5-2603 v4 seems to be more fitted for the task you will be running.
