I do not know what temperature range is the best for CPU performance operation and electrical saving. Normally, I often heard that the temperature of CPU should be as low as possible. However if I see Dell and HP computer and laptop, the temperature for CPU operation is often at around 50 degree Celsius. If the temperature is higher than 50, the CPU fan will run to cool down CPU chip. Please let me know if Any one know about thermal design of CPU for the best performance and electrical saving.

What is the current cooling solution that you have?
I am using air cooling by an old cooler master - Hyper 6. It is designed for CPU socket 478 but I modified it it fit socket 1200. My question want to check the best temperature to balance between operation efficiency and energy/ power consumption based on 1 specific temperature or arrange of temperature.
For example: In 1 Data hall, we tried to increase return temperature of all precision air conditioning systems (PAC) and think the total energy of Data Center would be reduced due to the power consumption reduction of PAC. We set return temperature standard 24 degree Celsius in one month to measure energy. After one month, we set 25 and measure consumption energy. Next month we set 26 and repeated the measurement. The conclusion: Setting 25 degree Celsius can reduce consumption energy. However setting 26 Celsius degree can not reduce consumption energy because power consumption on servers is more than the energy saving on all PAC. At that time we did not change the level of return humidity.
I hope 1 example may be the theory explanation for my question and hope to get an answer from intel.
