Hi LaloGM500,
The Intel® Core™ i5-4460S Processor has Intel® Turbo Boost Technology. It will work if your system requires more power from the processor. Microsoft® Windows System properties only shows the Processor Base Frequency of 2.9GHz.
It is possible to verify if your processor has Intel® Turbo Boost Technology with our Intel® Processor Identification Utility.

Please review the BIOS settings. It gives the option to enable or disable.

The app and the BIOS says that i have the Turbo Boost technology, so... ¿Why in the page of Intel says that my processor can up to 3.4 GHz? If the frequency is maintained

From the system pop-up of Microsoft® Windows, we can determine the processor base frequency of each Core 2.9GHz. Intel® Turbo boost increases processor speed while your system demands more resources from the processor.
The Performance Tab provides with the base frequency and Max. Turbo frequency.
