Will the new patches have a performance impact on the 9th Gen Core i5?

A patch for the microcode for 13th/14th Gen Core processors will be released in mid-August as a system update. I wonder if the patch will have a performance impact on 9th Gen Core i5 processors such as the i5-9400 and others? Or will this update only be visible to computers with 13th/14th Gen Core processors?

The 9th Gen Core i5 processors are a completely different technology to the 13th/14th gen processors and the August microcode patch cannot be applied to them. Most motherboards that an i5-9400 is fitted to will have had a series of updates to fix any issues and probably have not had any new ones for some time.
