Recently I have been debating about updating to Windows 11 from Windows 10 for the cleaner newer interface as well as potential CPU performance improvements due to Windows 11 being better at managing the P-cores and E-cores of 12th and 13th gen (my system has a 12600k). I have a TMP 2.0 chip on my MSI Z690 Edge WiFi DDR4 (even though it isn't required anymore), I would just like to know if there is any CPU performance improvement with the upgrade.

The CPU performance is what it is. The issue is the amount of additional code W11 introduces. More code, more CPU performance used.
You really should take this discussion to Microsoft's forums and have them advise you (which will likely be to use W11). Also, that "cleaner newer interface" is what has stopped a lot of users from migrating.
