Why doesn't the Xeon CPU E3-1535M v6 @3.10 GHz processor support windows 11 ?

Because Microsoft says so.   Check the Microsoft list of supported processors:

https://docs.microsoft.com/en-us/windows-hardware/design/minimum/supported/windows-11-supported-intel-processors

 

You are always welcome to ask Microsoft why Microsoft does not support the processor.
