I wonder if there is any app that checks the motherboard / socket type and advise the customer on the possible cpu hardware upgrades specifing all the models.

If there is such an app, it would be provided by the motherboard manufacturer.

Regarding processor upgrades, again it is the motherboard/system manufacturer that provides that information.
