i7-12700h overheating, throttling

Is it possible to undervolt i7-12000h or somehow reduce it's temperature because i feel scammed since this processor tdp is labeled at 45W BASE power (that's what Intel says) while i need to restrain him to max 23W to not get 85+ celsius
