so i've got an i7 13700k/z790 aorus elite ax ice and the p core frequency is stable at 5.4ghz and 5.3ghz while in desktop. but as soon as i start a game or a benchmark tool the individual p core frequency fluctuate between 5.4/5.3ghz and 4.9/4.8ghz, no matter what i change in the bios.
and no its not thermal throttling, i have a 280mm aio

I understand that you are seeing frequency dips after starting a game or running a benchmark tool. For me to conduct a proper investigation, please share the information below.
1. Was the issue present during the first time of using the CPU?
2. What power scheme are you currently running?
3. Did you overclock the CPU?
4. Please also attach the test results that you are seeing.
I would also like you to test the processor using Intel® Processor Diagnostic Tool and share the results with us.
Additionally, to have a better understanding of your system configuration and components please generate System Support Utility (SSU) report. Please follow instructions here and send the report - How to get the Intel® System Support Utility Logs on Windows*
