i7-4790k overheats with it's factory fan

i7-4790k overheats with it's factory fan, when the system try to reach the official 4.4 GHz Intel turbo frequency. What kind of cooler should I use? Why Intel gives the CPU with a fan which is not capable to keep the processor cool enough for running on it's official parameters?
