i7 7700 temp spikes and revvving fan up and down (Should I RMA?)

Can someone tell me if my processor and CPU fan are good or if I need to RMA it? The fans rev up and down when opening apps like IE, etc. Attached is my IPDT, the stress test results at 15 minutes, 25 minutes, and 5 minutes after the stress test. I'd like to know before I ship this one back. The fan thing is annoying, but if it isn't hurting anything I guess I can get used to it.

I worked with an intel tech through email and talked to someone at Micro center and it appears the behavior is normal in the 7700 and 7700K. you may close this thread.
