We understand your concern about the base frequency of your
Intel® Core™ i7-9700K Processor, we will be more than happy to give you some information.
Please keep in mind that the performance is managed by the operating system, depending on the workload. The processor won’t be always at the base frequency or Max Turbo Frequency.
According to the report (Intel® Processor Identification Utility) you provided, the reported processor frequency was 4.59 GHz. And from the Intel® Processor Diagnostic Tool we noticed the processor running great, with no errors.
Our recommendation is to have your system up to date. Please go to select Start > Settings > Windows Update.
You can download and install the latest BIOS from here: F.50 Rev.A (for further assistance, please contact the system manufacturer).
