Hello doc161rus,
I used the translate tool in order to understand your inquiry; however, the translation does not seem to be accurate. I understand that you would like to know if your processor is fine even when it does not get hot on the socket, is that correct?
Regards,
Amy.

Thank you for the explanation.
This behavior is actually a good thing, it means that the cooler it is working; cooling when it gets hot.
For your information, your processor maximum TJUNCTION is 100°C, so your current temperature is also good. See here for more information; http://ark.intel.com/products/97128/Intel-Core-i7-7700-Processor-8M-Cache-up-to-4_20-GHz Intel® Core™ i7-7700 Processor (8M Cache, up to 4.20 GHz) Specifications
Regards,
Amy.
