my proccessor heated up to 70 degrees Celsius but the cooling system is cold. I tried different cooling system but the result is the same.

This behavior is actually a good thing, it means that the cooler it is working; cooling when it gets hot.

For your information, your processor maximum TJUNCTION is 100°C, so your current temperature is also good.
