limitation in Network interface adapters

trying to use the PCs network interface as a trafic generator - actually just sending ETHERNET frames,

however i m trying to send 100M rate (in a 10/100M adapter) and only getting something like 8M !!!

is there a limitation on the chipset proccessor for the rate transmitted from the NIC ?
