Is it a bug of Nios II IDE 1.1?

Sometimes, when I rebuild my whole project, I always get the following error message although I even didn't change anything. 

 

C:\altera\quartus42\bin\cygwin\bin\make.exe: *** could not load user32, Win32 error 1114

Error /components/altera_hal/build/gnu_rules.mk: No such file or directory system_rules.mk Nios II Device Drivers/altera_hal/build line 114

Is it a bug of Nios II IDE 1.1?

After reboot my PC, the problem solved. Is it a bug of Nios II IDE 1.1?
