Is it possible to receive runt ethernet packets with Cyclone V HPS MACs ?

I have a switch core that sends management packets which are less than 64 bytes (the total frame is 22 bytes not counting preamble or FCS).

I'm not finding options to allow this through. I think I can get a count of it in the Missed Frame And Buffer Overflow Counter, but it seems like runt packets are always killed by the DMA engine.

Is that true or is there something I haven't found yet.
