Hi everybody, 

is possible to open in the IDE a JTAG uart console window without launching a run or debug of a software project?

Almost, 

 

You can use the nios2-terminal utility to open one in a command window. For example: 

 

nios2-terminal --cable "USB-Blaster [USB-0]"
