Why is the bootloader added for the ECOS ROM app?

Why is the bootloader added for the ECOS ROM app? 

There is a script used to program ECOS rom application into FLASH. It adds the NIOS II bootloader for the ECOS ROM application. The ECOS Rom application should stays in ROM. 

But it works well now. 

Who could be kind to tell me the reason?
