I see that Kaby Lake IGPs have OpenCL 2.1 support.
Does this imply that SPIR-V is supported on that platform?
Is there any plan to bring 2.1 support to GEN9 and GEN8?

Yes, we get SPIR-V for Kabylake (7th Generation Core). For now Windows is at OpenCL 2.1 and Linux is still OpenCL 2.0.
Definitely agree that it would be nice to have features like SPIR-V for earlier platforms too. However, the general pattern is for new features to be added for an architecture then continued for future architectures.
