Does Intel SDK for OpenCL Applications XE 2013 Beta for Linux support Intel Integrated Graphics Controllers' GPUs?

Unfortunately, no. Only CPU and Xeon Phi coprocessor are supported.

Hi, there is not a commercial solution at this point for OpenCL on Linux for Intel HD Graphics as part of Intel SDK for OpenCL and Intel drivers.However, the Linux open source project, 'Beignet', sponsored by the Intel Open Source Technology Center, is in early development that provide an initial open source implementation.
