My hardware first:
4790k
Asus Z97 Deluxe
Corsair h100i
gskill 1866mhz 16gb
evga 780 reference
Samsung evo 500gb
So I have tested everything as I have 2 computers and everything so far points to my new 4790k. I have tried to reseat the cpu, re applied thermal paste and reset the heatsink. This cpu gets HOT fast. I can't even attempt to overclock this CPU due to the temps. For example, when I run Prime95 to test it, it jumps to 95-100 C almost instantly. I am a computer hardware guy and I have never seen anything like this so far. I had a 2500k before and that thing was a beast all around. What can be done?

I understand you are experiencing processor overheating issues.
I would like to know if your computer is running the latest BIOS; see the link below for BIOS downloads:
http://www.asus.com/us/Motherboards/Z97DELUXE/HelpDesk_Download/ Motherboards - Z97-DELUXE - ASUS
As per Asus specifications the minimum BIOS version for 4790K support is 1008, if you are running a newer BIOS, please try to downgrade to 1008.
Please test the processor by following this sequence: If 1008 works then try 1104 and then try 1203 (the latest version).

Ok I tried going back to 1008, 1104, and then to 1203. Still having the same heat problems.

I have the exact same problem with an AsRock z97 extreme6. Turboboost off. No Overcloclocking.
-Base temp idle 36C
-open windows live mail (simple program) or start GIMP - immediate jump to 45C-47C
-Windows movie maker -jump to 77C then slow increase up to 99C
Any suggestions?

case: coolermaster haf x fans 3x200mm(2 top intake/exhaust+1side intake) 1x230mm(front intake) 1x140mm(back exhaust) 2x120mm for gpu/ram inside
cpu cooler:noctua NH-D15
the cpu run stock speed/volts/mhz
room temp: 28c /cpu temp idle 30c /mb temp 34c
with MSI(R) Intel(R) Extreme Tuning Utility stress test in half sec 70c+ when finish in half sec 34-36c
thermal paste check twice after tests
fans speed 50% 75% 100% almost the same temps +-3c
