Can i use 3200 ram speed with a i7 6700K (Z170 motherboard), or will it top out at 2133, because the spec sheet for the processor says to use 2133, or is that just a recommendation?

Yes. it is possible that the system will ran with that RAM speed but in a short or long term the RAM speed can damage the processor's memory HUB controller and cause physical damage to Intel® processor because the speed is above of the specifications of the Intel® Core™ i7-6700K Processor (https://ark.intel.com/content/www/us/en/ark/products/88195/intel-core-i7-6700k-processor-8m-cache-up-to-4-20-ghz.html), we recommend using the Intel® Processor within the specifications.
