We will do further research to confirm if the Intel® Xeon® E-2176M processor supports high-resolution timer default, as soon as I get any updates I will post all the details on this thread.

There are no high-resolution timers in this, or any other, processor. High-precision event timers (HPETs) are provided in the chipset, however.

No, this has nothing to do with the RTC.

vR0001, I just received an update on this matter.
In reference to your question, we can confirm, as mentioned previously by N. Scott Pearson, that the Intel® processors do not save information from (High-precision event timers (HPETs)).
However, the OEM (Original Equipment Manufacturer) does customizations on their computers and in all the features and functions of it, if it is possible for you to provide the brand and model of your laptop, we can always check the technical specification or the user manual to check if there is any information about high-resolution timer default provided by them.
