How do I buy a new 13th/14th gen Intel CPU that does NOT have a manufacturing flaw?

Couple of questions:

1.  If want to buy a new 13th/14th gen Intel CPU will it have the same defect as those being sold at NewEgg, BestBuy, Amazon, etc.?

2.  Are there any new 13th/14th gen Intel CPU that have the manufacturing flaw fixed?  If so, how do I get one and ensure it's a "fixed" CPU?

 

To be clear, I don't want a "firmware" update that reduces voltage and drops frequency boost.  I want a fixed 13th/14th gen CPU where the firmware update to slow the CPU down is NOT required.
