Intel i7 12700KF stuck at 400 MHz and Intel XTU says it's thermal throttling

• 32 GB RAM

• Bios - Alienware 1.18.1 (release 12/14/2023)

• MoBo - Alienware Model 0446JC Version A02

• Nvidia 3070 GFX card

• Windows 11 Home Version 10.0.22621

Picture of intel XTU hardware monitoring in comments since you can't have a post with an image. The computer is stuck at 400 MHz, will not move above that freq at all, and has been that way for days. Naturally, it's very sluggish, hence why I'm looking into this. I'm not OC at all, and never have.
