The cpu had throttle issues, too much heat.
My question is if the i7-12700h is also locked on all cores?
Because that might cause some serious problems if i can’t clock them down when the cpu gets too hot.

The i7-12700h is also a locked processor and is not supported by XTU. The laptop will get too hot due a poor design and cooling system. Lowering the voltage was the laptop manufacturer's way of cheating you because of their bad design. Undervolting has now been blocked due to security concerns.
If you have problems, return the laptop and get one that has a better design for cooling.

The dell laptop 10 years ago had much more sturdy design.
