You have an eight year old processor.
https://ark.intel.com/products/49020/Intel-Core-i3-370M-Processor-3M-cache-2_40-GHz Intel® Core™ i3-370M Processor (3M cache, 2.40 GHz) Product Specifications
Not passing the prime test is not a problem.
The real problem is there is no support for this processor being as old as it is.
You did not mention your OS. If Windows 10, that is not supported either.
When you cut the power off, did it restart after you reapplied power?
With a machine this old, it could be suffering from a number of things.
Is MS VC++ relevant? Only to the apps that use it, and Microsoft.
Personally, it is time to get a new(er) system.
