I do recollect that while installing the hardware, I had accidentally but slightly touched the bottom surface of the cooling fan with thermal paste pre-applied. I seriously hope that is not an issue. Any guidance would be welcome

In order to have a better understanding of your issue, please provide me with the following:
1. Can you provide more details about the specific symptoms of sluggish mouse and keyboard responses? Are there any error messages or specific tasks that seem to be affected?
2. How did you notice the performance issues? Was it immediate after installation, or did it occur after a specific action or software installation?
3. Can you elaborate on the nature of the accidental contact with the cooling fan during installation? Did you take any corrective measures, and have you observed any unusual fan behavior or noise?
4. Have you checked the system resource utilization (CPU, RAM, etc.) to see if there are any unusually high usage levels that could be contributing to the performance issues?
5. Are there any recent software updates, driver installations, or changes in system configuration that coincided with the onset of the performance problems?
Please download and scan your system using our tool, Intel® System Support Utility so we can help check your system info first. Once finished downloading, open the tool, click on scan 'Everything', click next, then save the system information to a .txt file. Please provide the .txt file.
This document will be necessary to check your entire system, in order to find possible errors or incompatibilities.

1. Can you provide more details about the specific symptoms of sluggish mouse and keyboard responses? Are there any error messages or specific tasks that seem to be affected?
Answer: Sluggish means the response is slow. I if I click something it takes quite a while for the action to happen. Same with the keyboard. An example is when I click in the search box in task bar, it takes a while before the mouse cursor shows up and it takes quite a while before My typed text shows up. Many a time, the screen freezes momentarily and i have to patiently wait for things to normalise. No error messages were ever seen.
2. How did you notice the performance issues? Was it immediate after installation, or did it occur after a specific action or software installation?
Answer: it was noticed immediately after OS installation. Tried reinstalling the operating system twice. Same problem.
3. Can you elaborate on the nature of the accidental contact with the cooling fan during installation? Did you take any corrective measures, and have you observed any unusual fan behavior or noise?
Answer: yes, the fan heat sink comes pre-applied with thermal paste. While handling my finger touched the paste and that was what I mentioned. Later, however, I removed the past completely and reapplied and temperature range seems to be fine as reported by HW monitor. so this aspect is no longer an issue.
4. Have you checked the system resource utilization (CPU, RAM, etc.) to see if there are any unusually high usage levels that could be contributing to the performance issues?
Answer: yes I have checked and so far I haven’t installed a thing after the basic OS installation. I won’t be installing anything till I’m sure about the hardware that is installed. The system configuration is Advantech AIMB-705 motherboard, Intel H110 chipset with i7–7700, 32GB RAM, Add on video card NVIDIA GT 730 DDR3 from Zotec, adequate cooling inside the cabinet (right now the computer cover is still open so there is no chance of heating up). Besides, there are five fans inside.
5. Are there any recent software updates, driver installations, or changes in system configuration that coincided with the onset of the performance problems?
Answer: no, as I said the problem started immediately after installation of OS and is continuing. Despite that, the only update I have done is Windows updates followed by motherboard Driver updates
I shall shortly send you the report after running the tool as advised by you.

Thanks for the confirmation. In this case, I recommend you install all the drivers from the Motherboard manufacturer website, to make sure you have all the drivers made for your board.

Also, I recommend you run all the Windows updates, including the optional ones.
