Thermal Throttling on INTEL CORE I7 6700 HQ

Hi,

I've got a problem on my DELL XPS15.

By using INTEL EXTREME TUNING EXPERIENCE I noticed that my processor INTEL CORE I7 6700 HQ is constantly under THERMAL THROTTLING even if the temperatures of the cores are always under 60°C. How can I solve it?
