Turbo boost

my lap top is dell 15R N5110 Core I5-2450M 2.5 up to 3.1 (when i bought it)

but now after i changed my OS to win 8

it read the processor @2.5GHZ to 2.5GHZ why it`s not reading the 3.1GHZ speed
