Windows XTU undervoltage protection "enabled" even though it's not

I'm desperately trying to undervolt my 14700kf using XTU as I don't know how to undervolt through BIOS. But no matter what I do XTU always thinks that Undervolt Protection is still enabled and wont let me do anything. I have:
-Turned off undervolt protection in my bios
-Turned off core isolation on windows 10
-Disabled intel virtualization technology is bios
-Tried to disable virtualization based security in Group Policy Editor

I'm running out of things to try and I wanna undervolt so badly but the stupid little lightning bolt wont go away
