I have a Xeon E3 1231 v3 (with stock cooler) and was checking the temps during video encoding See pic > http://i.imgur.com/8M5VUvD.jpg . During web browsing the temps are under 40°C , room temperature is around 26°C. Should I be thinking of upgrading the stock cooler? ty

Hello, Majmuin:
I believe that is not necessary since your processor is behaving as expected. Bear in mind that you will have peaks whenever the workload is too heavy; however, based on the information provided your system is working fine. The TCASE temperature for your processor is 73.0 °C as long as you stay under that parameter your system will be fine.

What happens when you are not video encoding? Do they stay on the same temperature?

At idle the cpu downclockes to 700mhz and the temps at that time are 33-34°C. During web browsing- 8/9 tabs open i get like 40-45°C. I've already replaced the stock cooler with the Hyper Evo 212 and the temps are much, much better. 55-56°C max during 30min video encoding.
thanks anyways
cheers
