So i have a gaming laptop with a intel i5-10300H, its processor basic frequency is 2.50 GHz, and its max turbo frequency is 4.50 GHz
When i open a game and i start to play it cap in 4.18 GHz.

You cannot do that. Turbo will adjust its speed as needed.

Maybe, maybe not. it all depends on what your apps demand that will cause the turbo to adjust.
