i5 11400f not detected

I just build mini itx with i5 11400f, the things are turned on, but cannot boot into BIOS, after some research I know that the CPU is not detected since my motherboard had led cpu debug feature and it's turned on. After reseating the CPU, sticking 1 ram, change PSU it still doesn't work, I tried to boot with my friend i5 10400, and it turned on smoothly. Is this caused by CPU? and if going to RMA how long it is? since I'm live in 3rd world country (Indonesia), I can assume it would take more than 2 weeks for the RMA process.

You have a graphics card plugged in, right? The Core i5-11400f does not have embedded graphics, so a graphics card is required to complete POST.

Yes, I have OEM Dell GT1030, I've tried both install directly to PCIe slot and PCIe Riser, still does not work.
