got a new laptop with intel core i9 11900H 11th gen but its to hot can this processor be under volted thanks

No, undervolting has been disabled. Return the laptop to the seller for a refund, and get one that has a better cooling system.

It's probably one of those thin Dell computers, right? It's designed that way, because you can't have a thin laptop with that much power that runs cool. If you've had it for less than 30 days, you should be able to send it back under the satisfaction guarantee. If you've had it for more than 30 days, it's going to be more of a problem ... be interesting to see what they say!
