Access EPCS in CycloneIII FPP Mode

We are investigating a CycloneIII design which can switch between AS and FPP configuration mode. If we start in FPP mode, can we access the EPCS chip through the EPCS Serial Flash Controller SOPC module?

Under CycloneII PS mode, you can not access the EPCS chip.

In Quartus 7.1, in the Configuration Tab under Device Settings when you select the FPP mode it has a note (can use Configuration Device). The Use Configuration Device is enabled but only has "auto" as an option. Under PS mode Use Configuration Device is disabled. Under AS mode, Use Configuration Device is enabled and you can select the device. However, I did not find any information on whether the EPCS is supported in FPP mode in the Configuration portion of the manual.
