 What Altera devices have a DDR3 interface ?

Cyclone V, Stratix III and above, Arria II.

Are you sure about the Cyclone V ? 

For some reason it isn't listed in Alera's External Memory Interface Handbook (Page 73)

Review the available Cyclone V documentation. It tells about device features: 

  --- Quote Start ---  Hard memory controllers supporting 400 MHz DDR3 and DDR2 SDRAM, LPDDR, and LPDDR2 SDRAM  --- Quote End ---   Cyclone V isn't in regular production yet, only engineering samples are available.
