This series doesn't support 3.3V of IO . Instead of 3.3V , it supports 3V .
Can we still connect the 3.3V signal to FPGA and does it capable of driving 3.3V ?

I believe you are talking about VCCIO supply , if so .. , it is not recommended to use the 3.3V on this rails as per datasheet. you can connect these pins to 1.2V, 1.25V, 1.35V, 1.5V, 1.8V, 2.5V, or 3.0V supplies, depending on the I/O standard required by the specified bank..

IF we have the device which supports only 3.3V , can we still connect these device IO to FPGA with VCCIO 3.0 V ? Is it is 3.3V tolerant ?
As per intel Arria 10 Datasheet recommendation it should be 3.15V (max). The IO Voltage is beyond the max value mentioned in the datasheet, Intel will not guarantee the proper working for the IO functions.
