Does anybody know where i can get a prototype BGA device such as some of the higher end Cyclone IV's soldered. Currently I'm using the 144 pin TQFP Cyclone III.

Typically there are small board re-work shops located near high tech locations. If you list your location that will probably get you some suggestions.

Many people, who have tried it, consider BGA soldering more easy than TQFP. They solder BGA parts on a hot plate, applying only some flux to the board.
