Blaster Interface Output / CFI Programming using PFL

I am trying to program a CFI device using the PFL in a MAX II device, without using quartus or the blaster cabling. I would use JAM, but it appears that the PFL does not support it. I'm toying around with the idea of creating a custom JTAG circuit that takes in a programming file and provides the same output that the USB Blaster interface would, but I don't know what the blaster interface output looks like. So... 

 

Does anyone know what conversion takes place between the data entering and leaving the blaster interface?  

 

Is the order shifted to little endian? Is any other transformation made?
