Can CXL host force device to response with data when sending SnpData to device through CXL.cache?

According to CXL spec, a device doesn't need to return data if the device doesn't response with Res*Fwd* in d2h response channel. 

But as a host, can I force the device to return data?

From host side, it's unlikely to do so since the system environment should follow the spec.

Say the CXL action you described is posted, and you find a way to change it to be non-posted, what will happen?
