Chinese Dev board A-C8V4

I hope this the correct to forum to ask this question. 

 

I recently bought Altera Cyclone II(EPC2C8Q208C8) dev board called A-C8V4 from Ebay. I'm little confused how to program it. It did not come with USB-blaster, only with something that looks like USB-to-TTL logic dongle with 4 wires(Vcc,Gnd,RX,TX). I was wondering if there is someway to be able to program the FPGA with that only? 

 

I package only included a DVD with little or no documentation how to get started, and most of the documentation seem to be in Chinese. The DVD also had some old versions of Quartus etc. and some usb drivers(pl2303). I can't find much information about A-C8V4 from Google. The board has pins called TX and RX, and they are highlighted in the schematics found in the DVD. At power up the 7-seg displays start counting sec,mins and hours, so I assume the FPGA is programmed from flash at power up. 

 

This my first FPGA board ever. I have only some experience programming in vhdl, years ago from school. Back then everything was pretty much set up ready to go. I'm eager to get started and I don't want to wait another 4 weeks to wait for the USB-blaster in order to program it :D Any hints how to get started or where to look information from is much appreciated.

The 'dongle' you refer to can't be used to program the FPGA. You will need a USB-Blaster. 

 

The website above has a link to, what looks like, quite a comprehensive document he's written. It sounds like he too found the documentation included with the kit somewhat lacking.
