Do you mean how to configure the QII software so that you can acrhive the optimum performance in developing design in Stratix IV device?

Generally, if you're developing with something of that size, you're likely to go larger in the future. I can't make specific recommendations with respect to processor speed/type except to state that you should go as fast as you can, with at least a quad core processor.

For memory, I would think that 8GB would do the trick, but if you're looking to move on to Stratix V, at some point, you may consider 16GB.

For hard drives, I would take a layered approach. Use SSD drives for fast compilation and standard hard drives for storage and projects where compilation speed doesn't matter. If possible, configure multiple SSDs in a RAID configuration...tuned for performance. Similarly, if possible configure multiple hard drives in a RAID, tuned for reliability/redundancy.

Ok...those are my $0.02 on what "I" would want :-)
