Cypress USB Device on CycloneIII Development Board

I have been using Altera's Cyclone III 3C120 Development Board which has 2 USB PHY devices, one of them is CY7C68013A. The Altera manual reference states that the chip is put in reset and is for future use. I have also tried using 'Ez USB Console' but it did not recognize the device. I would like to ask that how I can access the chip since I need develop simple USB communication between the board and PC without depending on Altera's IP core.

as far as i know, instructions for using the Cypress USB device are not available 

 

i would probably use an FTDI chip on an HSMC breakout board

I am looking into that rightnow. I think I would use Cypress since Im having a developmentboard for it. 

Non of the USB device on the Altera's board is easy to use....strange
