DE1-SoC IP problem

Hello,

I have DE1-Soc board and I want to connact it to my PC through Ethernet connection by winSCP, I set the IP fr my board by the following command "ifconfig eth0 192.168.2.12 up" through Putty but my pc can't define the network, when I search for the problem I get this error "Ethernet does not have a valid IP configuration" but when I run the command "ifconfig" I see that my board has IP.

Befor I restore my PC it was normal, I was connecting my board to my PC normal, so this problem happen after restore my PC even I isntalled everything I need.

Any idea what happened here?
